DOLA Presentation

The District has faced significant challenges in updating its wastewater treatment plant (WWTP). Originally installed in 1975, the District’s system has required multiple redesigns to meet regulatory demands and environmental standards, particularly concerning nutrient loading in nearby Grape Creek. Despite these efforts, new discharge limits, mandated by Colorado Regulation 31.17 (effective by December 2027), have further complicated the process. The District has explored several treatment options, including a surface water discharge solution, but rising costs and unsuitable conditions have delayed progress. A proposed new treatment system using Powell Water Microalgae and Electrocoagulation offers potential, but approval and financing remain obstacles. Ongoing negotiations with regulatory bodies aim to address these challenges, with the hope of finding an affordable, long-term solution for the community.
